The federal poverty guidelines are used for administrative purposes (usually for determining eligiblity) by a number of federal programs. For example, Head Start and the Food Stamp Program use them in determining eligibility. The guidelines are issued by the Department of Health & Human Services (DHHS) and published in the Federal Register. (The guidelines are a simplified version of the federal government's statistical poverty thresholds used by the Bureau of the Census to prepare its statistical estimates of the number of persons and families in poverty.)
