This handout is an introduction to materials which are published either commercially or by the European Communities. The publications described are sources for treaties, secondary legislation, case law and current information. Treaties Establishing the European Communities: Treaties Amending These Treaties: Single European Act: Resolutions, Declarations. Luxembourg: Office for Official Publications of the European Communities, 1987. (KJE4442.3 .T75 1987, 5th stacks). This official publication is a two-volume set that contains the texts of the treaties which established the European Communities: Volume 1 includes the Treaty establishing the European Coal and Steel Community (Treaty of Paris, 1951); Treaty establishing the European Economic Community (Treaty of Rome, 1957); Treaty establishing the European Atomic Energy Community (Treaty of Rome, 1957); and Treaties revising the Treaties establishing the European Communities and Acts relating to the Communities. Volume 2 includes documents concerning the accessions to the European Communities of the Kingdom of Denmark, Ireland, and the United Kingdom of Great Britain and Northern Ireland, the Hellenic Republic, the Kingdom of Spain, and the Portuguese Republic. 2. The text of the Community treaties can also be found in Halsbury's Statutes of England, 4th Edition, 1986 (KD310 .H3 .H354 Volumes 51 and 52, 5th Floor Stacks); and in the Encyclopedia of European Community Law (KJE926 .E52 Volume B, 5th Floor Stacks). 3. This service provides current information and the text of agreements entered into by the European Community with other countries and international organizations. 4. Luxembourg: Office for Official Publications of the European Communities, Volume 16 (1973)- (KJE908 .O33 Ser.L, 5th Floor Stacks) The L Series of the Official Journal includes the text of all primary and secondary legislation. The legislation is divided into two sections: Acts whose publication is obligatory which consists primarily of Regulations or ECSC Decisions; and Acts whose publication in not obligatory which consists of all other legislation. The contents of each issue are listed on the front cover. This series is cited as OJ L. 2. Official Journal of the European Communities: Information and Notices. Luxembourg: Office for Official Publications of the European Communities, Volume 16 (1973)- (KJE908 .O33 Ser.C, 5th Floor Stacks) The C series of the Official Journal consists of information from the Commission, Council of Ministers, European Parliament and other EC organizations. Draft legislation or preparatory acts may be found in the C series. The contents are listed on the front cover by two divisions: Information which is subdivided by institution and Preparatory Acts. This series is cited as OJ C. 3. Index to the Official Journal of the European Communities. Luxembourg: Office for Official Publication of the European Communities, 1984- (KJE908 .O33 Index, Monthly - Annual). This index is divided into two parts: Methodological Table and Alphabetical Index. The Methodological Table lists in numerical order the Official Journal references to all legislative acts. 4. Official Journal of the European Communities. Special Edition. Luxembourg: Office for Official Publications of the European Communities, 1972-1976. English edition. (KJE908 .O53,) This special edition of the Official Journal contains the English texts of acts of the Communities that were adopted and published when Great Britain joined the European Communities. 5. Directory of Community Legislation in Force and Other Acts of the Community Institutions / European Communities. Luxembourg:Office of Official Publications of the European Communities, 1984-(KJE920.5 .D57). This publication is issued twice a year and lists all community legislation in force on June 1 and December 1. The publication covers agreements and conventions concluded by the Communities; binding secondary legislation under the Treaties; supplementary legislation and certain non-binding acts. The second volume contains a chronological index and an alphabetical index of the acts. 6. CELEX is the legal database of the European Communities. It is an online version of the L and C series of the Official Journal. The database contains EC directives, regulations, proposals, and international treaties and agreements. CELEX is available online on LEXIS (LIBRARY: INTLAW and LIBRARY: EUROPE) and on WESTLAW (Database Identifier: CELEX). Please consult Basic Sources #5, European Communities: On-Line Sources for more information. Cases 1. Reports of Cases before the Court of Justice and the Court of First Instance. Luxembourg: Court of Justice of the European Communities. 1954- (KJE924.5 .R471). This set contains the full text of the decisions of the Court of Justice, the opinions of the Advocates-General and the decisions of the Court of First Instance. 2. Common Market Law Reports. London: European Law Centre This comprehensive weekly publication contains significant cases from the European Court of Justice, the EC Commission and National Courts and Tribunals. 3. European Community Cases. Oxfordshire: Commerce Clearing House, Volume 1 (1989)- (KJE924.5 .E87). These volumes reproduce the full text of selected cases heard before the Court of Justice of the European Communities and certain Commission Decisions of a quasi-judicial nature. The material is indexed by subject, by reference to the relevant provision of community or international law in the Legislation Finding List, and by case name in the Cases and Commission Decisions Reported lists. This series replaces material from the transfer binders of the Common Market Reporter (HC241.2 .C6). For recent cases, please consult the looseleaf set. The citation to these volumes is CEC. 4. Please consult the handout European Communities: On-Line Sources for more detailed information. Digests 1. Digest of Case-Law Relating to the European Communities: A Series. Looseleaf. Luxembourg: Office for Official Publications of the European Communities, 1984- (KJE925.5 .D6). This series digests decisions of the Court of Justice of the European Communities relating to general principles. The digest excludes judgments relating to civil service and jurisdiction questions. 2. Digest of Case-Law Relating to the European Communities: D Series. Looseleaf. Luxembourg: Office for Official Publications of the European Communities, 1981- (KJE923.6 .D6). This series digests judgments of the Court of Justice of the European Communities, and a selection of judgements given by courts of Member States on the Convention on Jurisdiction and the enforcement of judgements in Civil and Commercial Matters (the Brussels Convention). 3. European Current Law: Monthly Digest. London: Sweet & Maxwell, 1992-. This monthly publication, that provides an annual cumulation, digests new international and national legislation. The publication also summarizes published cases from all East, Central and West European countries. Continues European Law Digest. Volume 3 (1975) - 19 (1991). (KJ .E778). Secondary Sources 1. Commercial Laws of Europe. London: European Law Centre, volume 1 (1978)- (KJC34 .C65). This set contains important European Community legislation on trade, banking, antitrust, insurance, and intellectual property law. The service reports in full text major enactments, treaties, international conventions, implementation decrees, and EEC directives and regulations. 2. Competition Law in Western Europe and the USA. Deventer: Kluwer, 1976- (KJC6456 .C6). In this comprehensive multi-volume survey set, Part A volumes contain legislation and commentary of the European Community; and the B volumes contain materials on competition policy of the EC including Decisions of the Commission, case law of the Court of Justice, parliamentary documents and opinions of the economic and social committee. 3. Common Market Reporter. Chicago: Commerce Clearing House, 1962-. Looseleaf. (HC241.2 .C6). This business oriented looseleaf contains the text of selected Court of Justice decisions, case law annotations, selected secondary legislation, drafts of proposals and a section on pending legislation. Cases and Commission decisions reported since 1989 are published in bound volumes under the title European Community Cases. 4. Encyclopedia of European Community Law. London: Sweet and Maxwell, 1974- (KJE926 .E52). This set is a major loose-leaf compilation of the text of in force EC legislation. Part A volumes consist of looseleaf binders covering the impact of Community law upon the United Kingdom. Part B volumes contain the basic European Community Treaties; and part C volumes contain Community Secondary Legislation including all Regulations, Directives, Recommendations, Opinions, and Notices. The set includes chronological tables and a subject index. 5. The Law of the European Community: A Commentary on the EEC Treaty. Edited by H. Smit and P. Herzog. N.Y.: Matthew Bender, 1976- Looseleaf. (KJE947 .S6). This looseleaf set includes the complete text and analysis of the Treaty of Rome; and an analysis of changes in law made under the 1992 initiative toward a Single European market. Current Information 1. Bulletin of the European Communities. Luxembourg: Commission of the European Communities, 1991- (HC241.2 .A212). This monthly publication reports on activities of the Commission and other community institutions. It concisely covers main events of the European communities and discusses issues such as political cooperation, economic and monetary policy, and external relations. 2. Bulletin of the European Communities: Supplement. Luxembourg: Commission of the European Communities, (Please check Hastings On- Line Catalog for Call #s. Use a Word search such as "bulletin european supplement" to check all the entries.) Each supplement covers a single topic and is individually cataloged. For example, supplement 4/90 is The European Community and German Unification. 3. European Access. Cambridge: Chadwyck-Healey, 1992- (HC241.2 .E87). This bi-monthly periodical is a current awareness bulletin for the activities of the European Community. It contains a chronology of recent events; essays on recent developments and a section that indexes and abstracts recent official and unofficial publications. 4. Europe. Washington, DC: Delegation of the Commission of the European Communities, 1991- (HC241.2 .E8). Published ten times per year, this periodical contains sections on European Affairs, and EC News. It discusses recent developments and activities relating to the EC. 5. General Report on the Activities of the Community. Brussels: The Commission 1968- (HC241.2 .A17). This important annual report gives an overview of the activities of the European Communities for the recent year. 6. Basic Statistics of the Community: Comparison with Some European Countries, Canada, the USA, Japan, and the USSR. Luxembourg: Office for Official Publications, 26th Edition, 1989-(HA1107 .S79). This annual handbook provides essential statistics on the European Communities. Historical and comparative statistics are also provided for Member States. Periodicals 1.
